I like it, but the arms seem too disproportionate. Given that the wings aren't a focal point, it just looks like her arms are freakishly long for no reason.

Well the body is fine as a whole and I get that the arms are supposed to be elongated, as is the nature of a harpie. So I don't think you necesarily need to improve your anatomy as much as draw more attention to the wings to make the arms less glaring.

To an extent. I rarely draw purely in that style these days. My usual realistic art style affects my attempts at manga.
